State Aid to Local Governments
The State distributes aid or shares revenue with the
counties, municipalities, and Baltimore City through over 40 different
programs. The proposed fiscal 2018 State budget includes $7.5 billion to fund
these programs, of which $6.7 billion represents direct aid to local
governments. In addition, county teachers, librarians, and community college
faculty are members of either the teacher' retirement or pension systems
maintained and operated by the State. The State's contribution toward the
employer share of the retirement costs for these local employees totals $799.4
million in fiscal 2018.
