Measuring Maryland's Progress

 

 

Dashboards on public safety are intended to provide an overview of criminal justice in Maryland. The topics highlighted in these dashboards are frequently in the news and include data on juvenile and adult arrests, adult corrections, juvenile confinement, and traffic fatality trends.  The dashboards deal primarily with some of the offenses that capture public attention and, as a result, are of concern to policymakers.  The dashboards are not an exhaustive representation of crime or its impacts on Maryland. They are intended to provide a snapshot of how public safety issues affect the State.

Circuit Courts Caseflow

 

Across circuit court caseloads, more cases were completed within the established time standard when fiscal 2009 is compared to fiscal 2014, with increases in four of the five major categories.

District Courts Caseflow

 

Across the District Court caseload, more cases were completed within the established time standard than beyond the standard when fiscal 2009 is compared to fiscal 2014, with increases in all case categories except for Civil - Large cases, which saw a decrease in timely completions and Traffic 21‑902 cases, which remained flat.

Judgeship Needs

 

A sharp increase occurred, following the Great Recession, in the number of judges certified as needed for both the circuit courts and the District Court.

Circuit Court Average Case Processing Time

 

The average number of days to completion in the circuit courts for cases meeting the standard has fluctuated depending upon the case type, however, the average number of days to completion for beyond standard cases increased for criminal, civil, and juvenile delinquency cases.  All other case types had reductions in the number of cases beyond standard.

District Court Average Case Processing Time

 

The average number of days to completion in the District Court for cases meeting the standard increased for all case types except for Traffic – Payable cases.  Also, the average number of days to completion for beyond standard cases increased for all case types, except for Traffic 21-902, and Civil – Large cases where the number of cases beyond standard decreased and Traffic – Payable cases, which remained flat.
